OK I know and use same equipment but not the down converter.
Do you have recorded some TiouneDatatxt file during a pass? I suppose yes if you have switched ON the Dsave button.
Look at your Tutioune Directory
could you send me one with high RF level and low MER?

I can say nothing with only 38 sec of recording, see no change.
What would be interesting is to have a record that start 1mn before pass, we could observe RF level given by down converter, perhaps some wifi interferences, and after the 3 or 4 mn of RF level rising during the pass, to see how RF level is growing, how MER and Vber is changing and finaly some 10 to 30 sec after the pass.

You tutioune is in French, you can change that in Tutioune.ini to have all in English

[Language]
; Français ou/or English
Langue=English
;Langue=Français

The frequency you show is good. the tuner step of STV6110 is not 1 or 10 or 100 kHz so we never have the exact frequency we ask.
The Frequency that must be set inside STV6110 is : 2422(HamTV freq) -1000(your Offset) = 1422 MHz
So the STV6110 is set to a multiple of its step that is the nearest of 1422MHz or 1 422 000 kHz and that is 1421 719 kHz.
It is not a problem as there is a specific tool called Derotator that will lock on the true frequency.

BBgain is a preamp inside tuner STV6110.

My station:
without 13v in down converter RF level= -104 dBm
with 13v in Down converter RF level without signal is about -80dBm
So I can push BBgain up to 14dB to increase RF level when signal will come.

If your down converter that seems to have more gain that mine give an RF level to about -60 dBm without signal, yes you don't need Most BBgain and can let it at its start position : 2dB.

Each equipment has its best setup that can change from one to another.

It is difficult to make measure as you do about MER as you don't send true DVB signal so nothing is locked in the double Da Costas PLL that works in Derotator.

I see that you also don't use last version of Tutioune1600_ISS. This is the version that only repair ISS Transport Stream and can record it and send it to VLC via UDP but cannot decode video

there is a new one that can decode Video even if I prefer to send TS to VLC and let VLC decode.: Tutioune1600V0_5b_ISS.zip

you will find it here : http://www.vivadatv.org/viewtopic.php?f=66&t=281

for the 2 last softwares you forgot to change the LO offset.
on Noise Power measurement we see 0365000 instead of your 01000000 MHz offset
with Tiny Spectrum analyser we see 00916500 instead of your 01000000 MHz offset

and try Tiny Spectrum Analyser with a width of 62.5MHz to see realy your Wifi Interferences.
