You need almost 4 or 5 dB of MER to decode packets and if I look at the graph your MER stay below 2 dB ( max 1.36 dB)

MER is digital noise (S/N) . You can have difficulties to decode HamTV, even with good RF signal, if you have too much noise.
That can be Phase noise. If you don't use a down converter with very low phase noise, you could have good RF level but bad MER due to phase noise.
